The absence token has one exact form: NOT FOUND IN [official source title] DATED [publication date]. It names a publication and date, not a license status. A roster row absent from the dated publication stays NOT FOUND IN THE DATED SOURCE; it never becomes a claim that the license lapsed.

A missing expiration is DATE NOT PUBLISHED. An inconclusive retrieval or ambiguous match is UNKNOWN. Absence from the named file uses the dated absence token. Those states never collapse into one another.

Preflight happens before payment

Before an invoice exists, we retrieve the official source, record its own title, printed date, and stated scope, verify that the described cohort can be matched, and count how many matched rows carry a populated expiration date. That check decides which deliverable can honestly be sold.

If the publication does not cover the described cohort, the request is declined before payment. If expiration coverage is too sparse for a renewal-window deliverable, the buyer may decline or accept a separately labeled presence-only receipt before payment. We do not silently downgrade a renewal-window scope after money changes hands, and we do not substitute an old internal mirror when the official source cannot be retrieved.

What the receipt can establish

It can establish that a named publication printed on a named date, retrieved at a named time, did or did not contain a submitted identifier. Where the publication supplies business name, classification, or expiration date, the receipt can reproduce those fields with their source binding.

What it cannot establish

It cannot establish the status of a license today. It does not recommend disqualification or removal and does not treat absence as evidence of expiration, lapse, suspension, revocation, unlicensed activity, safety, or bid ineligibility.

There is no automated monitoring or subscription, comprehensive state search, historical lapse claim, legal, compliance, or insurance opinion, bond, complaint, or disciplinary review, affidavit, regulatory filing, adverse-action recommendation, warranty, roster publication, or truth guarantee. We do not bypass access controls.

Counted source reality and owned proof

The official Arizona ROC Posting List page reports a source titled All Current Contractors, 58,295 records, and a last update of . The page also tells readers to confirm with the Registrar before taking action because published information can change. Those figures describe the official page on its stated date; they are not our estimate and not a same-day status claim.

Counted directly on 2026-08-09: the license mirror in our production permits database contains 0 rows. That means the preflight must fail closed unless it retrieves a suitable official publication. It does not mean Arizona has zero licenses, and no stale local copy may be substituted.

The exact workflow

  1. Scope request. Send work email, company, approximate roster count, trigger, deadline, and source question. Do not send a roster or license identifiers on the public form.
  2. Source preflight. We retrieve the official publication and record title, date, scope, matchability, and populated-expiration coverage.
  3. Written scope. The proposed full or presence-only receipt and its exact limits are returned. An unsuitable request is declined here.
  4. Acceptance and roster. Only after written acceptance is payment requested and a channel for the authorized public business identifiers named.
  5. Delivery. The dated CSV and concise review memo arrive within three business days after accepted scope and roster receipt.
  6. Recheck. One recheck may be requested within 30 days and binds to the official publication available then.

Data boundary and retention

The public form collects work email, company, approximate roster count, trigger, deadline, and a source question. Do not paste a roster or license identifiers into it. After scope acceptance, we accept public business identifiers only. We do not accept personal data, credentials, contracts, insurance documents, source code, or private material.

As product policy, not a statutory claim, the submitted roster is retained only through delivery and the included recheck, then deleted within seven days after the recheck window closes. The delivered CSV and memo are customer-owned.

Common questions

Does a found row mean the license is in good standing?

No. It means the identifier appeared in a named publication printed on a named date, with whatever fields that publication carried. Confirm with ROC before acting.

What if the publication has no expiration date?

That row reads DATE NOT PUBLISHED and receives no window bucket. If the source-wide gap makes a renewal-window receipt misleading, preflight offers a clearly labeled presence-only scope or declines before payment.

Will the recheck prove a license changed?

No. It produces a second source-bound observation. A difference proves the two dated publications differ; it does not, by itself, prove when or why a legal status changed.

Do you keep the roster to build a database?

No. It is deleted within seven days after the recheck window closes and is not used to populate the production mirror.
