The MCP tool exposes the same SKU, label, price, cadence, and request-page identity from the canonical offer catalog. It does not maintain a second product list and cannot change a price. If a SKU disappears or falls below the floor, a fresh tools/list no longer advertises it.

Protocol sequence

1. Initialize

POST a JSON-RPC initialize request to the MCP endpoint. Read the returned protocol version and server information; a health page is not a protocol handshake.

2. List tools

Call tools/list and select request_quote. The advertised Draft 7 input schema contains the current allowlisted SKU enum and required consent fields.

3. Call once

Call tools/call with one SKU, reply address, coarse scope, agent identity, opaque retry key, and both explicit consent booleans.

4. Retain the receipt

The result returns opaque request and lead IDs, the selected catalog identity, structured agent attribution, consent version, idempotency digest, and explicit false values for every automatic commercial act.

The input boundary

Consent contract: usta.mcp-quote-request.v1.2026-08-09. Consent is specific to a transactional human reply about the stored request. It is not consent to marketing, payment, publication, work, or a contract.

Idempotency and storage

The tool normalizes the submitted fields and binds their SHA-256 digest to the digest of the opaque idempotency key inside one SQLite writer transaction. An exact retry returns the original request identifiers with status=already_stored. Reusing that key for changed content is refused. This stops ordinary client retries from creating duplicate pending work without letting a caller overwrite an earlier scope.

The base lead and the structured MCP attribution row share the existing private rankings_leads.db store. The attribution row records the source channel, selected SKU, agent name and version, consent version, scope, and digests. The raw idempotency key is not stored. The public response omits the email, name, company, and scope.

Security and commercial boundary

What the call can do

Validate one allowlisted priced SKU.
Validate explicit human authorization and reply consent.
Store one private pending scope with agent attribution.
Return a PII-free request receipt.

What the call cannot do

Send email or any other message.
Open checkout, charge an account, mint a payment link, or move money.
Create or accept a contract, quote acceptance, or work order.
Start research, fulfilment, monitoring, publication, or delivery.
Accept credentials, files, source code, private URLs, or customer records.

The service's existing per-IP rate limiter covers MCP discovery and calls. JSON Schema rejects missing, extra, mistyped, or out-of-range fields before dispatch; semantic validation then checks catalog membership, consent, agent identity, retry-key shape, and the coarse-scope boundary before the database is touched.

Fit, no-fit, and what happens next

A fit

A human has already chosen a listed offer or wants a coarse fit check.
The agent can preserve a stable idempotency key across retries.
The scope can be stated without URLs, credentials, private data, or attachments.
A human reply, rather than an automatic checkout, is the desired next step.

Not a fit

The agent lacks explicit authority or transactional reply consent.
The request needs legal, medical, financial, or compliance advice.
The caller wants an agent to accept terms, spend, send, or begin work.
The only useful scope requires credentials, code, customer records, or private access.

After storage, a human may review the coarse scope and decide whether to reply, decline, or ask for a safer scope. No response time or delivery is promised by the tool. Any later quote, acceptance, payment, or delivery uses the ordinary human-controlled product path.

Questions

Does calling the tool buy the selected offer?

No. It stores a pending request only. The result explicitly reports charged=false, checkout_opened=false, contract_created=false, and work_started=false.

Will the tool email the human?

No. It sends nothing. The consent field permits a later human transactional reply; it does not trigger one.

Why require a catalog price of at least $200?

The MCP surface routes serious fixed-scope work and follows the same minimum used by this shipping rail. It is not a channel for micropayment data calls or an unpriced custom project.

Can the scope contain a public URL?

No. This first tool is deliberately coarse so it cannot bypass the product-specific intake boundaries on the human forms. A human can request the right safe handoff after review.

Is an MCP fetch evidence of customer demand?

No. Discovery crawls, self-probes, and protocol handshakes are telemetry. Only a valid external request stored under this contract is a request; it is still not a sale or payment.
