After written scope confirmation, we compare one section pair of up to 75 pages per PDF and return a private report plus a matching CSV within 3 business days. There is no subscription, monitoring, source retrieval, public upload, or filing.
- Input file name, page count, and SHA-256 for each customer-supplied PDF.
- The official source URLs exactly as you supplied them.
- Issue and effective dates only when a supplied page explicitly prints them.
- Changed printed numeric rows, page-cited to both versions.
- Added and removed line-item identifiers, without reproducing full source tables.
- UNKNOWN rows and a counted reading-gap list for layout or OCR ambiguity.
- One written clarification round about a citation or comparison label.
What the comparison solves
Official tariff and fee-schedule PDFs are designed to publish a schedule, not to show a clean difference between versions. Page numbering shifts, rows move, headings change, and a small numeric edit can hide inside a long table. The brief turns that specific reconciliation task into filterable rows while keeping every reported change tied to the page in each file.
The customer remains the source of both documents. That boundary is deliberate: we do not crawl pricing sites, evade access controls, log into subscriptions, or decide which publication is authoritative. File hashes identify the exact inputs used in the comparison; they do not authenticate who issued a file or whether it governs an account.
Five labels, used the same way in both files
A matching line-item identifier carries different printed numeric text in the two supplied PDFs.

The row exists, but scan quality, layout, rotation, or matching ambiguity prevents a clean comparison.
The issue or effective date field is silent in the supplied document. No date is inferred from its filename or URL.
An identical row is omitted from the change table. A formula or paragraph whose text changed can be flagged for your review, but we do not calculate the charge it would produce or interpret its commercial or legal effect.
What counts as an official-public source?
The scope check looks for a regulator, public authority, municipality, or filing body's own public source. For context, the Arizona Corporation Commission publishes an electric tariff directory and cautions readers to consult the appropriate docket for the most up-to-date approved material. Those examples illustrate why the source URL travels with the comparison and why the brief never declares a supplied version current.

Suitable inputs are ordinary PDFs you already hold and are authorized to share for analysis. A portal login, subscription publisher, private contract, scanned image without a usable text layer, disputed source identity, or custom HTS classification question does not enter this fixed scope. We do not offer customs classification, valuation, duty determination, entry advice, or a legal opinion about a tariff.

The actual CSV carries the same comparison rows with input hash, supplied source URL, line-item identifier, page in each file, printed text in each version, label, and gap note. The PDF adds the scope statement and reading-gap summary.
How the request works
- Paste two source URLs. Name the earlier and later PDF, the section you need compared, and confirm that you are authorized to share both files for analysis.
- Pass the suitability check. We check document family, page cap, text layer, table readability, and whether the pair can support a useful comparison.
- Confirm the boundary in writing. The confirmation names both inputs, the selected section, price, delivery time, and any exclusion visible before work starts.
- Receive the private brief. The PDF and CSV arrive within 3 business days after confirmation, with one written clarification round included.
A good fit
You already possess both versions and need the numeric and line-item delta itemized for a procurement file, internal cost-model update, rate review, or counsel workpaper. You want page citations and a CSV you can filter rather than a narrative summary.
Not a fit
You need documents located, source authenticity established, a complete utility tariff compared, a formula evaluated, a rate assigned to an account, customs or HTS classification, a legal conclusion, testimony, a filing, ongoing monitoring, or a public copy of the supplied files. Those jobs are outside the fixed deliverable.
Every page of the private report and the CSV header states that the comparison must be checked against the authoritative publication before a filing, payment, or commercial decision. The report conveys no redistribution rights in the supplied documents.
