The Texas Department of Motor Vehicles publishes a live licensee list and overwrites it. We hold one sealed copy, dated 6 Sep 2026. Until a second copy exists, added means ActiveDate falls between 31 Aug 2026 and 6 Sep 2026 on that copy, and expired means the row’s status is Expired and LicenseExpDate falls in the same window. That is read off the copy, not guessed. The next run that lands a second copy switches the file to a set difference of licence numbers. These 51 licence numbers are the additions in this file. The first 12 are printed here without a business name. The sample file below carries 25 change rows the same way. The paid file adds the business name where the copy holds one.
