This copy is the EPA ICIS NPDES download named below. Its data dictionary describes PERMIT_NAME as the facility name for an NPDES permit and ISSUE_DATE as the date the permit was issued. These 108 permit records are present on the 3 Oct 2026 copy and not on the 26 Sep 2026 copy. That is a change in what the two sealed copies show; the EPA permit issue date remains a source field and is not treated as a construction-start or newly-issued event. The first 12 are printed here; the sample file below carries 25 of them without the permit name; the full weekly file carries all of them with it. No street.
