- One state source told us no this month. We treated that as no.Arizona’s environment-permit layer. Three checks on 21 Aug 2026, all of them failed, so we stopped. It is very likely a public record. Likely is not evidence, and we do not collect on likely.
- A missing rules file is not permission, and neither is a page that loads.The water service publishes no rules file at all — it answers
404, which is a clear "there are no restrictions here", and we may read it. The Arizona host answered403, which is not an answer at all, so we treated it as a no. A page that loads is not the same as being allowed to keep what is on it. - We slow down when a source tells us to.Reading the water service once a second, it started refusing us after about eighteen requests and we finished only 49 of 104 sources. We slowed to one request every five seconds and finished 104 of 104, 69,133 rows, in about 9 minutes. The fix for a source pushing back is to ask more slowly, never to get around it.
- Nobody here writes their own permission slip.A source is only read after a person has checked it and written a dated note. Software cannot write that note for itself, and a source with no note stays shut. That is the whole reason the list above exists.
