No. It maps exactly the notes and velocities you declare. There is no transcription, pitch detection, or tuning.

Do you check I own the samples?

No. You confirm you hold the rights. There is no rights verification.

Are there cheaper ways to do this?

Yes. Free and low-cost tools exist for building SFZ and DecentSampler libraries; this tool just automates the packaging from your declared manifest.
