Limits: A 2xx response is not a confirmed document. 7874 responses came back 2xx across the panel and none of them validated as an agentic-commerce document, which usually means a catch-all HTML page rather than a manifest. 138 fetches in the latest seal errored outright and are counted as unknown, never as absence.

A frozen merchant panel is probed for the well-known paths each protocol defines. Every response is sealed with its status and content hash. 'Confirmed' requires the document to parse as what it claims to be; anything else is recorded as observed-but-unconfirmed so the census cannot inflate adoption.
