What the watch actually does

A deadline you already know about is not the problem. The problem is the one that moved — a certificate that now expires a month earlier than the letter said, a platform whose end-of-life date was quietly brought forward. This watch re-reads each controlling authority's own published page on a fixed cadence and keeps what it saw each time, so a moved deadline has a before and an after instead of just a new value.

When a page stops answering, the deadline is reported as unverified. It is never carried forward as though we had checked.
