Paid delivery contract

You send:

• Nothing. The panel is frozen and published; you choose only whether to receive the week

You get back:

• CSV plus one dated, hash-sealed HTML issue
• VV/VH mean and p10/p50/p90, bright and very-bright fractions per scene
• Platform, orbit state, and relative orbit on every row
• Comparable-pair deltas, a row seal per row, and the collection batch seal

Limits: 11 of 16 pairs in the latest issue are withheld because the two scenes do not share the viewing geometry a delta needs. Comparing across orbits produces a number that looks like a change and is not one, so the ledger prints the withholding instead. This measures radar backscatter, which is a proxy: it is not a volume, a fill level, or a business outcome, and the ledger never states one.

A frozen site panel is read from Sentinel-1 scenes on a weekly cadence. A pair is comparable only when platform, orbit state, and relative orbit match; anything else is withheld by rule rather than by judgement. Every row carries its own hash. This is bounded evidence of the dated method stated here; it does not establish affiliation, endorsement, authorization, or any current outcome beyond that scope.
