The state of frontier-model access on 3 September 2026 is a census problem. GPT-6 Astra launched today for limited orgs, Trusted Access, Daybreak, and Microsoft Foundry Limited Access. Claude Fable 5.1 has been live on paid Claude and the major clouds since 1 September. Most small-business admins cannot honestly answer three questions: who in this company can call which model, which recipes still point at last-gen IDs, and which waitlists we are actually on.

This is not a "who is smarter" essay. It is the operating picture for an access rollout: count the seats, name the defaults, and stop treating a launch post as a provisioned key. The first row is where most SMBs should start this week. The last row is where a workflow product earns its keep. Jumping to the last row because a launch post was exciting is how you buy software to avoid opening the admin console.

Do not build a "waitlist scraper." You do not have permission, and a 200 from a status page is not a census. Ask the vendor, screenshot the admin default, and log the recipe IDs you own.

$50/hr is an operator sketch. Duplicate lab spend is "two people bought two Max seats and an extra API key." Fast-mode surprise assumes one recipe silently used the Help Center 2.5× card.

Payback on a spreadsheet census is inside a week if it stops one Fast-mode surprise or one shadow Max seat. Payback on a reviewer hold is only real if two recipes already write into a customer system. If they do not, stay on the spreadsheet.

A second hidden cost is executive time. Every uncounted waitlist produces another "are we on GPT-6 yet" meeting. Those meetings do not provision keys. They produce screenshots of launch posts. Put the census table at the top of the meeting and the meeting ends. If the table says Astra is admin-off and Fable 5.1 is live, the decision is whether to dual-run, not whether to debate the Intelligence Index again. Save the 66-versus-61 slide for the recipe that is actually allowed to spend.
