Guidewire Agentic Framework [What It Changes]
TL;DR
Guidewire Agentic Framework is the model-agnostic harness, shipped in the August 2026 Qusar cloud release, that lets a P&C carrier build, run, and govern its own AI agents inside Guidewire Cloud with native access to policy, claims, and billing data.
Guidewire also shipped three insurance-workflow agents — claim summarization, policy-change assist, and voice FNOL — plus Developer Assistants that the vendor says beat generic coding assistants by more than 40% on internal configuration benchmarks.
Several of those agents are Early Access or Restricted Access, so “in Qusar” does not mean every carrier on Guidewire Cloud can turn them on tomorrow.
Independent agencies, MGAs, and even a 2-truck HVAC shop that files commercial claims should care because FNOL and endorsement work is where cycle time and indemnity leak; the same “agent in the core system” pattern will show up in agency suites next.
Key Takeaways
The minted term is a platform feature, not a new core system. PolicyCenter, ClaimCenter, and BillingCenter stay; agents sit on top with MCP-style tool access.
Pre-built agents cover adjuster summaries, policy changes, and conversational FNOL. Custom agents are built in Agent Studio on the same framework.
Availability is gated: Agentic Framework and Gosu/Jutro Developer Assistants are Generally Available; FNOL and claim summarization are Restricted Access; policy change is Early Access.
Guidewire’s installed base is 570+ insurers in 43 countries. That is who can adopt this first. Everyone else feels it when a carrier’s FNOL phone tree or endorsement SLA changes.
Teams already routing documents through US Tech Automations can treat a Guidewire agent as another system of action, with a human confirm before money or coverage changes.
What Guidewire Agentic Framework Is
Guidewire Agentic Framework is a model-agnostic runtime, inside Guidewire Cloud Platform, for designing, running, and governing production AI agents that already hold insurance context — policy, claims, and billing records — rather than chatting in a sidecar.
A 2-truck HVAC shop that waits a week for a commercial-auto endorsement, a 10-person marketing agency that still emails a carrier for certificate wording, and a solo clinic that files a property FNOL by phone are not Guidewire customers. They are on the other end of the workflow this framework is built to speed up. If the carrier’s agent can take a voice FNOL into ClaimCenter, the shop’s “call the 800 number and wait” step shrinks. If the agent can draft a policy change inside PolicyCenter, the agency CSR stops re-keying the same endorsement. That is the operational reason this term matters before the rest of the piece goes into Gosu and Early Access flags.
According to Guidewire’s 3 August 2026 press release, Developer Assistants help teams deliver solutions more than 40% faster than generic coding assistants, based on Guidewire internal productivity benchmarks across standard configuration tasks.
What Shipped in Qusar
Qusar is Guidewire’s August 2026 cloud release, named for a town in Azerbaijan the way Palisades, Olos, and Niseko were named for ski terrain. The Qusar product page lists the Agentic Framework as Generally Available, with Agent Studio as a low-code visual builder that connects each agent to an LLM, a knowledge base, and InsuranceSuite data.
The press release and the Qusar blog name three insurance-workflow agents:
Claim Summarization for ProNavigator, Restricted Access, embedded in ClaimCenter (and Early Access on InsuranceNow).
Policy Change for ProNavigator, Early Access, for CSRs and underwriters.
Agentic First Notice of Loss, Restricted Access, a voice agent that writes structured records into ClaimCenter.
Developer and Builder Assistants cover Gosu, Integrations, and Jutro as Generally Available; Functions, Data Curation Assistant (plain language to SQL), and Product Design Assistant for Advanced Product Designer are Early Access.
According to IT Brief UK, Guidewire serves more than 570 insurers in 43 countries, and not every cloud user gets every Qusar function immediately, with availability varying by region. That is the honest limit, not a footnote.
Karlyn Carnahan of Celent is quoted in both the press release and IT Brief: insurers want AI inside core processes, not isolated pilots, while keeping operational control and compliance. Automobile Club of Southern California CIO Garrett Anderson is quoted on using AI to summarize claims so adjusters focus on higher-value work. Those are named-customer and analyst lines, not measured cycle-time cuts.
How the Framework Works in Plain Language
An insurer already runs PolicyCenter, ClaimCenter, and BillingCenter. The Agentic Framework is a harness around those cores. A builder picks a model per task, gives the agent tools, and the agent reads and writes insurance objects under the same access controls as a human user. The cloud-release notes say the framework integrates with external tools and data sources via MCP, the open standard for connecting AI apps to systems. MCP is the USB-C analogy: one protocol, many tools.
That is different from Palisades in April 2026, when Guidewire launched ProNavigator as an embedded assistant with citations, role-based access, and human-in-the-loop. ProNavigator answers and suggests. Agentic Framework is the layer that lets the carrier build agents that act — file FNOL, apply a policy change, summarize a claim file — inside the same applications.
Guidewire’s About page puts numbers on the installed base: 570+ global insurers, 1,700+ successful implementations, 31,000+ practice consultants trained or experienced, 235 Marketplace partners and over 385 extensions, and 2,500+ employees focused on P&C. The press release uses “more than 570 insurers in 43 countries” and “1,700+ successful projects.”
Why This Landed Now
The constraint that broke is “AI in a demo environment.” Carriers already had chatbots. What they did not have, on Guidewire Cloud, was a generally available way to let a carrier-built agent touch live policy and claims objects under the same governance as the core. Palisades put ProNavigator in the flow of work. Qusar puts a framework under that flow so the carrier is not stuck with only Guidewire’s agents.
Duck Creek is making the same argument from the other core. According to Duck Creek, the vendor has 370+ customers and 1,200+ implementations, with 33+ of the top 50 North American carriers, and it lists agentic applications for underwriting workbench, FNOL, and product configuration. Salesforce Financial Services is the CRM side of the same fight. Independent agencies still live in Applied Epic-class AMS tools. The Guidewire Agentic Framework does not replace those; it changes what a carrier can push back to the agency portal.

The Marketplace page also claims 500+ extensions and up to 80% faster time-to-market versus self-built solutions, with 100% of extensions validated by Guidewire. Those are vendor marketing figures, not the Agentic Framework benchmark. Qusar’s release notes separately say 30+ new offerings in this drop.
USTA analysis: 10× the Cyence simulation horizon
USTA analysis. Inputs are only the Qusar blog’s Cyence line: loss estimates now execute against 100,000-year simulations instead of 10,000-year models.
100,000 ÷ 10,000 = 10. Guidewire lengthened the Monte Carlo horizon by a factor of ten in Model 8, which is Generally Available in Qusar. That is not an Agentic Framework statistic. It is a companion analytics change in the same release, and it is the only clean ratio in the pack that does not rest on an internal “40% faster” study. The 40% Developer Assistant claim stays labeled as Guidewire’s own configuration-task benchmark, not an independent lab result.
A second derived comparison, using only the About and Duck Creek homepages: 570 Guidewire insurers versus 370 Duck Creek customers is a 200-insurer gap in the two vendors’ own counts, not a share-of-market census. Do not treat either number as “the P&C core market.”
What an Agency or Small Operator Should Do
You probably do not buy Guidewire. You buy time from people who do. Ask three questions of every carrier and MGA you place with:
Is Agentic FNOL on for my book, or is it Restricted Access on their planet?
Does a policy-change agent bind, or only draft for a human underwriter?
What is logged — model, prompt, and resulting transaction — when the agent writes ClaimCenter?
Those answers change staffing. If FNOL is voice-into-ClaimCenter, your after-hours answering service is competing with a carrier agent. If policy change is Early Access only, keep the endorsement desk. The state of insurance automation is still mostly AMS and download, not Guidewire Cloud. Retention-marketing tools such as Agency Revolution versus Better do not become obsolete because Qusar shipped; they sit on a different layer.
US Tech Automations can sit on the agency side of that split: intake and document routing on one graph, a confirm step before a coverage change is accepted from a carrier portal. That is a workflow edit, not a Guidewire implementation.
Governance is not optional. According to NIST, the voluntary AI RMF 1.0 was released on 26 January 2023, with a Generative AI Profile (NIST AI 600-1) on 26 July 2024 and a critical-infrastructure concept note on 7 April 2026. The AI RMF PDF and Playbook remain the operational companions. According to ISO, ISO/IEC 42001:2023 is 51 pages, published December 2023. Guidewire’s Trust and Security page points customers at SOC1/SOC2, ISO 27001, PCI DSS, and ISO 27701 as a processor, plus a status page and trust.guidewire.com. None of those documents name Agentic Framework. They do tell a carrier to map, measure, and manage an agent that can write a claim. The Marketplace storefront and docs.guidewire.com are where carriers actually pull extensions and implementation guides.
Honest Limits
The 40% Developer Assistant figure is an internal Guidewire benchmark, footnoted in the press release, not a third-party study. Celent and AAA Southern California quotes are qualitative. Restricted Access and Early Access mean a large share of the 570+ logos cannot run FNOL or claim summarization yet. “Certain release features may not be available in all regions.” Guidewire did not publish a customer count on Qusar, a attach rate for Agentic Framework, or a measured FNOL cycle-time cut. Duck Creek’s 370+ and Guidewire’s 570+ are not a head-to-head census. Salesforce’s financial-services page did not publish a comparable insurer count in the fetch used here. The next cloud drop is named Revelstoke, “this winter,” on the Qusar blog — a schedule, not a feature list.
Signal vs Speculation
Demonstrated fact (sourced). On 3 August 2026 Guidewire launched Agentic Framework in Qusar as Generally Available on Guidewire Cloud, with Agent Studio, MCP tool access, and a mix of GA / Early Access / Restricted Access agents for claims, policy change, and FNOL. Developer Assistants are claimed >40% faster than generic tools on internal configuration tasks. Palisades in April 2026 had already shipped ProNavigator. Guidewire states 570+ insurers, 43 countries, 1,700+ implementations. Cyence Model 8 moved from 10,000-year to 100,000-year simulations. ISO 42001 and NIST AI RMF already exist as voluntary management frames.
Our read (12–36 months, SMB and agencies). If Restricted Access FNOL goes GA, independent agencies will feel it as fewer status calls and tighter FNOL data quality, not as a software they install. The operators who get hurt are CSRs whose job was re-keying endorsements the agent now drafts. The operators who benefit are shops that can file a cleaner FNOL and get a faster claim number. Do not expect a 10-person agency to build on Agentic Framework; expect their carriers to. US Tech Automations remains useful on the agency graph — certificates, intake, follow-ups — while the core-system agent stays on the carrier side.
Our read, continued. In 12 months, “is your FNOL agent on?” becomes a placement question next to appetite. In 36 months, the fight is which core — Guidewire, Duck Creek, or a regional stack — lets the carrier’s agent talk to the agency AMS without a swivel chair. Salesforce Financial Services Cloud will try to own the relationship layer in that handshake.

Frequently asked questions
Is Guidewire Agentic Framework a new claims system?
No. It is a harness on Guidewire Cloud so carriers can build and govern agents that already see PolicyCenter, ClaimCenter, and BillingCenter data. The cores remain.
Can every Guidewire customer use the FNOL voice agent today?
No. Agentic FNOL is Restricted Access in Qusar. The framework itself is Generally Available. Region and planet flags still apply.
What does the 40% faster number measure?
Guidewire’s internal productivity benchmarks comparing Developer Assistants to generic coding assistants on standard configuration tasks. It is not an independent study and it is not an FNOL cycle-time cut.
Why should an independent agency care if it does not run Guidewire?
Because FNOL, endorsements, and claim status are shared work. If a carrier turns on an agent that writes ClaimCenter or drafts a policy change, the agency’s phone tree and re-keying load change even if the AMS stays Epic or Salesforce.
Does NIST or ISO require this framework?
No. NIST AI RMF 1.0 (26 January 2023) and ISO/IEC 42001:2023 are voluntary management documents. They tell you to govern AI systems. They do not name Guidewire.
If you already move certificates, FNOL packets, or endorsement requests through US Tech Automations, keep the confirm step on coverage and money, and treat a carrier agent as an upstream system of action. You can map that split on the agentic-workflows canvas without pretending you are implementing Qusar.
