5 TurboRater Alternatives for Independent Agents 2027

Oct 25, 2026

Key Takeaways

  • TurboRater is a personal lines comparative rater, so the real decision is which personal lines rater, and which agency system around it, fits your book.

  • TurboRater's own product page says it connects to 200+ personal lines carriers across six named personal lines, and Zywave owns it.

  • EZLynx Rating Engine (330+ carriers) and Vertafore's PL Rating (300+ carriers) have the largest carrier counts published among the options we could verify.

  • HawkSoft is an agency management system, not a rater, and its rater page lists TurboRater among 10 integrated raters, so keeping TurboRater may be possible after an agency system change.

  • None of the six options publishes a price on the pages we opened, so every shortlist needs written quotes.

  • Commercial lines need a separate evaluation, and none of the raters here claims commercial coverage on the pages we opened.

Start with the category decision

A comparative rater is software that takes one set of client data and returns quotes from several carriers without re-keying the same file into each carrier's site. If you searched for turborater alternatives, the decision usually turns on three things: which carriers and states you can quote, which personal lines your book needs, and whether the rater pulls data from the agency system you already run.

TL;DR: keep TurboRater if its carrier panel and lines match your book and your agency system connects to it; otherwise shortlist EZLynx Rating Engine and PL Rating first, and treat Applied Rater and QuoteRUSH Rater as contenders that need written confirmation before you commit.

Ownership is part of the decision because TurboRater is no longer a standalone company. BizTimes reported that Zywave's seventh acquisition in about two years was IBQ Systems, a personal lines rater, and that Zywave planned to combine IBQ with TurboRater, which Zywave had obtained through Insurance Technologies Corporation in November 2020, according to BizTimes (2021). That 2021 merger plan is worth raising with Zywave directly, because a product being combined with another can change its features, carriers and support.

Personal lines is also the first boundary to set. Commercial lines rater use: 7% of agencies according to Insurance Journal (2022), and 23% said they planned to adopt one. Commercial lines need their own evaluation, so this guide stays on personal lines.

How we evaluated these tools

This is an informed buyer's guide built from public vendor pages, third-party listings and industry surveys. We did not run trials of these products. The weights below are our judgment for a small personal lines agency, not a vendor or industry standard. We weighted carrier and state coverage highest because a rater that cannot quote your carriers in your states fails before price matters.

CriterionWeightWhy it matters for this decision
Carrier and state coverage25%A rater is only useful for the carriers and states you actually quote
Lines covered20%Auto, home, renters, condo, dwelling fire and motorcycle are not supported equally across raters
Agency system data prefill20%Re-keying is the main time cost a rater is meant to remove
Implementation and workflow15%Where binding happens, training and migration decide how long a switch takes
Pricing transparency10%Less transparency means more quotes to collect before you can compare
Evidence quality10%Vendor claims with a stated method rank above unsourced headlines

Vendor claims are treated as claims. Where a vendor gives a figure without a method, the profile below says so instead of ranking on it.

Feature and coverage comparison

The table below records what each vendor's own pages state. "Not stated" means the pages we opened did not say, not that the feature is missing. Each figure in the table is sourced in the vendor profile that follows.

ProductCarriers statedLines named (count)Volume or speed claim
TurboRater (Zywave)200+6Not stated
EZLynx Rating Engine330+213 Mil+ quotes per month

The carrier figures are the most useful starting point, but they are still vendor counts. TurboRater carrier count: 200+ according to Zywave (checked 2026). That page's FAQ says the product "connects to 200+ personal line carriers" and lists auto, homeowners, condominium, renters, dwelling fire and motorcycle. EZLynx carrier count: 330+ according to EZLynx (checked 2026), with the page describing those carriers as spread across 48 U.S. states.

PL Rating's own pages use two different carrier counts, so ask Vertafore for the current list by state rather than relying on the headline number. The QuoteRUSH and HawkSoft integration names come from their own pages, not from aggregators.

What each option costs to evaluate

None of the six options publishes a price on the pages we opened, so every product in the table below is listed as Quote-based. We did not use third-party price estimates, because the aggregator figures for these products disagree too widely to print. EZLynx's pricing page says there is "no single flat rate," and that cost depends on how many users an agency has and which products it needs.

ProductPublic pricePricing basisAsk the vendor to quote
TurboRater (Zywave)Quote-basedNo price on the product pages we openedPricing unit, carrier connections, reporting modules, contract term
EZLynx Rating EngineQuote-basedUsers and products needed, per its pricing pageWhether the rater runs without moving your management system, and add-on fees
PL Rating (Vertafore)Quote-basedNot published on its product pageLines by state, AMS360 or Sagitta connection, implementation fees
Applied Rater (Applied Systems)Quote-basedNot published on pages we could openCarrier list by state, Applied Epic connection, support terms
QuoteRUSH RaterQuote-basedIts homepage shows no prices and offers a trial and demoWorkstation count, trial terms, management system or connector fees
HawkSoft (agency system)Quote-basedIts rater page shows no pricingFull agency system price, rater connection costs, migration

Pricing checked October 21, 2026. The Quote-based entries stand because no vendor page we opened published a figure.

Total cost is more than the rater. Count the agency system, the carrier connections, the data migration, and the staff hours spent on a parallel run. A low rater price does not help if you still re-key files into a separate management system.

Vendor profiles

TurboRater (Zywave)

What the vendor says: TurboRater connects to 200+ personal lines carriers, covers six named personal lines, and reports results by producer, location and carrier. Its page describes underwriting rules that flag ineligible risks and identify when prior approval is needed. It says it integrates with "many leading agency management systems" but names only Zywave's Partner Platform.

Best fit: an agency already quoting personal lines in TurboRater that wants producer and carrier reporting and does not need commercial lines.

Limitations: it is personal lines only, the agency system connection is not named, and the 2021 plan to combine it with IBQ means the roadmap may change. Ask Zywave what is being retired and what is being added.

Implementation: request the current carrier list by state, confirm the agency system connector in writing, and confirm where binding happens.

EZLynx Rating Engine

What the vendor says: the page cites 330+ carriers and 13 Mil+ quotes per month, according to EZLynx (checked 2026). That page describes Home and Auto as its covered lines. The only management system it names is EZLynx's own, and it says that system runs on the same platform as the rater, so there is "no data to transfer." The 13 Mil+ figure has no stated period, so treat it as a vendor volume claim.

Best fit: home and auto agencies that want the rater to sit alongside EZLynx's management system. Our Applied Epic vs EZLynx comparison covers that system choice in more depth.

Limitations: its rating page names home and auto; confirm any other personal lines you write before shortlisting it. The page describes binding as happening on the carrier's portal after the rating step, so the time saving stops at quoting.

Implementation: confirm whether the rater works without moving your management system, and ask whether data prefill applies to every carrier on the list.

PL Rating (Vertafore)

What the vendor says: PL Rating covers "home, auto and other LOBs depending on state." Its FAQ says "300+ personal lines carriers," and its integrations are AMS360, Sagitta, QQCatalyst and over 20 other management systems. The headline says it can "cut your personal lines quoting time by up to 50%," with no method given, according to Vertafore (checked 2026).

Best fit: agencies running AMS360 or Sagitta that want data pulled from the system of record rather than typed in.

Limitations: the lines available vary by state, so the check has to be state by state. The 50% headline has no stated basis, and the carrier count appears in two forms on the vendor's pages.

Implementation: test a sample of recent files across each state you write in, and confirm whether binding happens in the rater or in the carrier portal. If your intake already runs through a tool such as Canopy Connect, our Canopy Connect alternatives guide explains how that layer sits between intake and the rater.

Applied Rater (Applied Systems)

What we could verify: HawkSoft's rater page lists Applied Rater as an integrated rater for auto and home. We could not open a current Applied Rater product page, and the older brochure we could fetch returned only file metadata, so this profile does not state carrier counts or pricing.

Best fit: an agency that already runs Applied Epic and wants a rater from the same vendor family. Confirm the connection and the product's current support status before you shortlist it.

Limitations: no published carrier count or price on the pages we could open, and the product's current status needs direct confirmation from Applied.

Implementation: ask Applied for a carrier list by state, a demonstration on a sample file, and written support terms.

QuoteRUSH Rater

What the vendor says: its homepage describes a rater that lets agents "quickly quote all of your insurance carriers from a single entry screen," names homeowner and automobile lines, shows no prices, and offers a free trial and demo. It lists integrations with AMS360, Applied Epic, EZLynx and HawkSoft, and it sells its own management system, Client Dynamics. Canopy Connect's integrations page lists a QuoteRUSH Rater connection that sends collected client data directly into QuoteRUSH, according to Canopy Connect (checked 2026).

Best fit: agencies that want one entry screen for personal lines and a trial period before they commit.

Limitations: the pages we opened give no carrier count, no price, and no lines beyond homeowner and auto.

Implementation: confirm the carrier list by state, and ask which management system connector you would use before you run a trial.

HawkSoft (agency system with integrated raters)

HawkSoft is an agency management system, so choosing it is a different purchase from choosing a rater. Its rater page says it integrates with "all major raters" and lists 10 of them, according to HawkSoft (checked 2026): ACS, Applied Rater, AccuAgency, Evolution by Capital Software, EZLynx Rating Engine, TurboRater, Quomation, QuoteRUSH, FSC Rater and PL Rating. All of them are personal lines products.

Best fit: an agency choosing a system of record that wants to keep TurboRater or move between raters without changing the management system.

Limitations: switching the management system is a larger project than replacing a rater, the rater page shows no pricing and names no carriers, and the connections depend on the HawkSoft version you run.

Where intake and renewals eat the hours

Re-keying is the cost a rater is supposed to remove, and the buying decision is about whether the rater can receive data without that step. Personal lines bind importance: 42% according to Insurance Journal (2025), where 42% of respondents cited the ability to bind within a personal lines rater as highly important. That survey was run by Vertafore, a rater vendor, with nearly 1,300 insurance professionals, so treat it as directional rather than neutral.

A proposed US Tech Automations design for new personal lines leads would start when a quote request is linked to a contact in your CRM. The workflow would map name, address, vehicles and drivers into the rater's intake form, then write a rated-quote summary back to the contact record. Prerequisites are an import, API or vendor-approved connector on both the CRM and the rater, confirmed in writing by the vendor. The review point is a licensed agent who checks each rated quote and performs any bind in the carrier portal, so the workflow never sends a quote to a client. In the design, the trigger would be a HubSpot ASSOCIATION_ADDED event, which HubSpot's webhooks documentation describes as association creation, according to HubSpot (checked 2026).

The renewal design would start from the agency system. An export or API call would list policies inside a renewal window you set, the workflow would pre-fill the rater, and the output would be a comparison sheet attached to a renewal task. For the data side of that pull, our CSR24 data sync guide covers how the sync problem usually shows up. Prerequisites are a scheduled export or API from your agency system and a field map you approve. The review points are the agent checking coverage changes and carrier fit, and the rule that the workflow never changes a policy.

If you would rather build this in Zapier, Make or n8n, those tools can keep run histories, retries and error branches when they are configured. The buyer still designs and owns idempotency, so a retried run does not create a second quote, plus escalation to a named person, access controls, and maintenance when a rater or agency system changes its fields. A proposed design from US Tech Automations could configure those pieces differently, with retries that log errors, a duplicate check before each quote run, an escalation path to a named licensed agent, and separate credentials for each system. Either route still depends on API or export access from the vendors.

Worked example (illustrative), for the ASSOCIATION_ADDED trigger described above: assume a two-person personal lines desk quotes 40 files a month and spends 25 minutes re-keying each file into carrier sites, which is 1,000 minutes, or about 16.7 hours, of intake work. If a configured intake brought that to 10 minutes per file, monthly intake would drop to 400 minutes, a saving of 600 minutes or 10 hours before any review time. These inputs are assumptions to replace with your own timing study, not measured results. An agent would still review each file before anything goes to a client.

Shortlist by situation

Your situationStart withWhy
Home and auto only, on EZLynx's system or considering a swapEZLynx Rating EngineHighest published carrier count among the verified raters at 330+; its rating page names home and auto, so confirm any other personal lines you write before shortlisting it

Keeping TurboRater but changing the agency systemHawkSoft, after checking the TurboRater connectorHawkSoft's rater page lists TurboRater among 10 integrated raters

Commercial linesNone of theseCommercial lines need a separate evaluation

Do not add a workflow layer in three cases. If you quote a few files a month in one rater with its native intake, the rater's own workflow is simpler. If your agency system already pre-fills the rater you chose, an extra layer adds one more maintenance point. If your need is commercial submissions, the carrier's own submission tool is usually simpler, and a US Tech Automations build would add review and maintenance work you do not need.

Who this is for

This shortlist fits an owner or operations lead who quotes personal lines from one or more raters, has a named agency system, and can get written answers from vendors within a few weeks. It is less useful if you need commercial lines or if you are not ready to ask carriers and vendors for details.

Red flags: you need commercial lines, the vendor will not confirm the carriers in your states in writing, or the agency system connector is only promised verbally.

Decision checklist

  1. Export your recent personal lines quotes by carrier and state, and list the carriers you actually use most.

  2. Get each shortlisted vendor's carrier list by state and line in writing.

  3. Confirm the agency system connector for your exact version.

  4. Confirm where binding happens: inside the rater or on the carrier portal.

  5. Ask for a written quote that lists seats or workstations, carrier connections, add-ons, implementation and migration.

  6. Run a parallel test on a sample of recent files before cutover.

  7. Ask about the product roadmap, including any planned merger or retirement.

Common mistakes

  • Choosing on the headline carrier count instead of the carriers in the states you write.

  • Assuming the rater also binds the policy, when some vendors describe binding on the carrier's portal.

  • Comparing a bundled agency system and rater against a rater alone without pricing both.

  • Skipping the parallel run, which is where prefill errors show up.

  • Treating a time-saving headline as measured; PL Rating's 50% claim has no stated method.

  • Ignoring the roadmap; a product that is merging with another can change.

FAQ

Is there a published TurboRater price?

No, the Zywave pages we opened show no price, so TurboRater pricing is quote-based and needs a written quote from Zywave.

Can I keep TurboRater if I switch agency systems?

Possibly: HawkSoft's rater page lists TurboRater among its integrated raters, but confirm that connector for your version of HawkSoft before you sign anything.

Do any of these raters quote commercial lines?

Not on the pages we opened: TurboRater's page describes personal lines carriers only, and the other raters list home, auto or personal lines. Commercial lines usually need a separate evaluation, and only 7% of agencies used a commercial lines rater in the 2022 survey.

Which carrier count should I trust?

Trust none of them until you have a carrier list by state and line in writing. PL Rating's pages use two different counts, and the TurboRater page we opened gives 200+ without a state breakdown.

Does a workflow layer replace the rater?

No, a rater still produces the quote. A workflow layer prepares the intake, records the result, and routes renewals to a licensed agent, and it needs the rater's import or API access to do that.

Bottom line

Start with the carrier list, the lines you write and the agency system you run, then collect written quotes before you compare prices. EZLynx Rating Engine and PL Rating have the largest published carrier counts, TurboRater remains a personal lines option with a published 200+ count, and HawkSoft matters most if the agency system is the decision. If a proposed intake or renewal workflow fits your desk, see how US Tech Automations configures this and review the prerequisites with your rater vendor before you commit.
