What this page cannot tell you

  • Nothing on this page has moved since 13 Aug 2026. That is our newest sealed copy of this list, it is 17 days old, and we normally seal one every 1 day. Read every number here as of 13 Aug 2026, not as of today. We are not going to quietly age a stale copy into today's date.
  • This is the Arizona environment agency's own list of environmental permit applications in progress and nothing else. It is not every permit in Arizona, and it is not a list of datacenters — it is the list the agency publishes, whoever is on it.
  • An application dropping off the list is not the same as a decision. The agency stops showing a row when it stops being pending, and it does not always say why.
  • The comparison on this page is 12 Aug 2026 against 13 Aug 2026. Anything that moved and moved back between two of our reads is a change we never saw.
  • The Arizona environment agency does not fill in every box: the date received is missing on 317 of 7,400 rows; and a link to the paper never appears at all. Where a cell is marked blank, that is the agency's gap, not ours.
