The four municipal feeds in this comparison added +3,221 registration records to the sealed clock, moving from 10,376 to 13,597 captured records. The rolling-window balance moved only from 7,902 to 7,913, or +11. Those are different measures and should not be collapsed into a claim about national business formation.

This is a comparison between two sealed captures of new-business registration records from the same named municipal datasets. Los Angeles accounts for the largest sealed capture movement in this short comparison, at +1,918. That fact does not tell us whether filings accelerated, whether the city changed publication timing, or whether a backlog became visible. New York City’s cumulative value was 303 at both endpoints; it likewise should not be called flat formation activity without a source-specific timeliness study.

The public dataset surfaces are available from Chicago, San Francisco, New York City, and Los Angeles. Source availability is not a license to republish personal or business-level details in an automation workflow.

Rolling-window movement tells a different story

Why this is a feed-health signal as much as a market signal

Municipal datasets are published for local administrative purposes, not as synchronized economic surveys. A record can be corrected, delayed, backfilled, categorized differently, or removed according to the data publisher’s process. A reliable research workflow therefore treats the dataset’s capture behavior as part of the evidence, not as invisible plumbing.

The cumulative measure answers a concrete question: how many records did the clock newly capture from the same named sources between the endpoints? The rolling window answers another: what was the net balance inside a maintained period at each endpoint? Both are useful, and neither is a substitute for a source-specific study of filing dates, issuance rules, business survival, or local economic conditions.

Displaying cities side by side makes an important limitation easier to see. The feeds do not have matching definitions or reporting schedules. A city with a larger capture movement may have more newly visible records, a different publication cadence, or a different source shape. It should not be treated as a stronger market solely because its sealed total is larger. The right next step is to inspect that city’s source documentation and the organization’s actual service footprint.

This boundary also protects individuals and businesses represented in public records.
