Recruitment Invoice Software: 8 Tools Compared for 2027

Oct 19, 2026

Recruitment invoice software is a billing layer, and temp hours decide the buy

Recruitment invoice software is the tool that turns a placement, a retained-search milestone or an approved timesheet into a client invoice with the right fee basis attached. The category decision comes first: if most of your revenue is contingent placements, a recruiting tool with invoicing or a general accounting tool will usually cover you. If temp or contract hours carry much of your billing, you need a staffing system with timesheet approval and pay-and-bill rules, and for that group the vendors here publish little or no pricing, so you will be buying on a quote.

TL;DR: Match the tool to your largest billing stream. Placement-only desks should compare Recruit CRM, Agiled and general accounting tools on invoicing scope. Temp-heavy desks should request written quotes from Bullhorn, Avionté and TempWorks before they commit to a stack.

Key Takeaways

  • Six of the eight products publish at least one price on their own pricing pages. Avionté and TempWorks publish none, so their pricing is quote-based.

  • Bullhorn, TempWorks, Recruit CRM and Zoho Books name timesheet work on the pages we opened, and Agiled names time tracking. The Avionté page we opened names payroll and billing but not timesheets.

  • Crelate's pricing page names no invoicing, timesheet or placement-fee features, so get those in writing before you assume them.

  • Per-user and per-account pricing diverge quickly at three seats, and the cost table shows the arithmetic at list rates.

  • Zapier, Make and n8n can run these flows, but the buyer owns duplicate prevention, escalation and access control either way.

Who this is for

This guide is for owners and operations leads at small recruiting businesses who are close to a purchase. You already track placements in an applicant tracking system, a CRM or a spreadsheet, and you want invoices to go out without retyping fee terms. Red flags: your fee rules exist only in one recruiter's head; you need payroll processing in the same system; or you expect every vendor here to publish a price before a sales call.

How we evaluated these tools

This buyer's guide uses public information only: the vendor pricing and product pages we opened for this research on October 18, 2026, plus two independent comparison guides. The weights below are our judgment about what matters to a small firm, not a vendor-published score. Several review sites returned access errors during our checks, so review ratings are not part of the scoring, and no market-size figure is used here.

CriterionWeight (%)Scoring scaleWhy it matters for a small recruiting business
Invoice generation from placements or billable time250-5This is the job the category exists to do
Timesheet approval and pay-and-bill rules200-5Needed for temp and contract hours, not for pure contingency
Milestone or retainer billing150-5Retained searches are paid in stages, which a one-time invoice does not fit
Published price and three-seat cost150-5Quote-only pricing slows a small-firm decision
Setup and admin burden150-5A complex staffing system needs an owner
Evidence quality100-5Vendor pages and independent guides, not testimonials

Invoice generation carries the most weight because it is the core job. Timesheet and pay-and-bill rules come next because they matter only for desks that bill hours. Retained-search milestone billing gets its own weight because a one-time invoice does not fit a fee paid in stages.

Feature matrix: what each vendor's own pages name

The matrix records only what each vendor's pricing or product page shows. "Not named" means our pages did not show it, not that the product lacks it.

Bullhorn's Middle Office page describes configurable invoices with automated generation and routes billing logic through time interpretation rules. The text we read did not describe split invoices, credits or rebills, so put those on your demo list (Bullhorn's Middle Office page). Middle Office is sold as a separately quoted product, and Amplify is licensed separately.

Pricing and three-seat cost

Pricing checked October 18, 2026. Figures are the list rates on each vendor's own page, and where a page prints no figure the table says Quote-based. Pro plan on Recruit CRM: $95 per user per month according to Recruit CRM (2026), and that per-user rate drives the first comparison below.

VendorPlanPublished rateSeatsThree-seat cost per year at list
BullhornCore$165 per user per month according to Bullhorn3$5,940 (3 × $165 × 12)
Recruit CRMPro$95 per user per month according to Recruit CRM3$3,420 (3 × $95 × 12)
CrelateBusiness$119 per user per month according to Crelate3$4,284 (3 × $119 × 12)
AgiledPro$59 per account per month, billed annually according to Agiled3 included$708 (12 × $59)
Zoho BooksProfessional$40 per organization per month, billed annually according to Zoho Books5 included$480 (12 × $40)
QuickBooks OnlineEssentials$85 per month regular, $42.50 in a time-limited promotion according to QuickBooksNot stated$1,020 (12 × $85, regular rate)
AviontéNot publishedQuote-basedNot publishedQuote-based
TempWorksNot publishedQuote-basedNot publishedQuote-based

Three-seat costs multiply the list rate by seats and months. They exclude commitment terms, implementation and add-ons, which these pages do not fully print, so treat the Bullhorn figure as a floor rather than a quote. Bullhorn's page lists Pro and Max as "Talk to us," so those tiers have no figure to compare.

Why per-account pricing changes the math

Agiled and Zoho Books price per account, so adding a recruiter changes the bill less than it does on per-user tools. Starter plan on Agiled: $24 per account per month, billed annually according to Agiled (2026), and its page says contacts, leads and clients do not count as users. Extra team seats are billed separately on the paid tiers, so model your next hire before you choose a per-account plan. Per-user tools scale with every recruiter you add, which helps a stable team and hurts a team that is about to grow.

A worked example with 60 invoices a month

This is an illustrative desk, not a measured case. Suppose three recruiters send 60 client invoices a month, and each one takes about 15 minutes to build by hand from a placement record and an approved timesheet, so the desk spends 15 hours a month (60 × 0.25). If a rule check clears 40 of those invoices without edits, the desk saves 10 hours a month (40 × 0.25), or 120 hours a year (10 × 12), and the other 20 invoices still need about 5 hours of review a month (20 × 0.25). On Zoho Books, each invoice is addressed by invoice_id in the /invoices/{invoice_id} endpoint, so a sync should read that invoice before it creates another, which is how a retry avoids sending the same bill twice.

Vendor profiles

Each profile lists best fit, limitations, implementation and the primary page we used.

Bullhorn

Best fit is mid-size and larger temp and contract agencies, the segment the Geekflare ATS guide names for Bullhorn. Core plan on Bullhorn: $165 per user per month according to Bullhorn (2026), and the vendor page prints only Starter and Core; Pro, Max and the larger packages are quoted. The same guide says Bullhorn "isn't cheap, and it isn't simple," and advises having someone on staff who owns the system. The pricing page lists free implementation for Starter and Core only. Middle Office covers time capture, pay-and-bill rules and invoicing, and it is quoted separately, so ask for a packaged price that includes Middle Office and any Amplify add-on. Choose Bullhorn if you run temp and contract billing at mid-size or larger scale and can name an owner for the system. Red flag: nobody in the office has time to administer a complex system.

Avionté

Best fit is high-volume US temp and light-industrial staffing, the segment the Geekflare ATS guide names for Avionté. Avionté prints no pricing figures on the pages we opened and points to a demo, so this vendor is Quote-based in our table. Its homepage lists Payroll & Billing as a platform area and does not name invoicing as a separate module on the page we read. The same guide reports a steep learning curve and says reviewers see inconsistent support and implementation quality. Implementation means a demo, a written quote and onboarding time for staff. Choose Avionté if high-volume temp payroll and billing are the core of the business and you can absorb onboarding. Red flag: you need a published price to compare vendors this month.

TempWorks

Best fit is temp-heavy operations that want payroll first. Third-party coverage calls TempWorks a payroll-first alternative to Avionté for temp and light-industrial agencies. Its payroll and billing page describes time-card review before payroll and time data reachable from the CRM, but the text we read did not describe invoice generation, bill rates or pay-and-bill rules. Pricing is not published, and the site offers a demo and a sales contact. Implementation means asking for a written invoice walkthrough before you sign. Choose TempWorks if payroll for temp workers is the main job and invoicing is a second priority you can confirm in a demo. Red flag: you need invoice scope confirmed from a public page before you engage sales.

Recruit CRM

Best fit is a recruiting firm that wants an ATS, CRM and invoicing in one tool. The pricing page lists Pro, Business and Enterprise per user per month, with invoicing on Pro and above and timesheets and contractor billing on every tier. Timesheets draw on account-level credits that are shared across users, and extra credits can be bought, so track usage before you rely on it. Business and Enterprise add executive search reports and branded resume formatting. Limitations: the page does not print annual per-user prices, and it names no milestone or retainer billing. The page offers a free trial, which makes a pilot with a real placement practical. Choose Recruit CRM if placements and contractor timesheets should sit in one tool and you want per-user pricing you can model. Red flag: your timesheet volume would exhaust a shared credit pool without a plan.

Crelate

Best fit is relationship-led recruiting, executive search and direct-hire work with lighter back-office needs. The Crelate pricing page publishes Essentials and Business per user per month and quotes Business Plus and Platform. The page names no invoicing, timesheet or placement-fee features. A third-party comparison says the Deliver add-on adds basic timekeeping and invoicing, and calls it "not a complete enterprise staffing back office." That same comparison says payroll execution needs a separate system and that back-office work depends on integrations. Implementation means confirming Deliver's invoicing scope in writing. Choose Crelate if invoicing is secondary and you can run payroll elsewhere. Red flag: you need invoicing confirmed from the pricing page alone.

Agiled

Best fit is a small agency or placement desk that wants invoices, proposals and milestone billing in a general client tool. The pricing page lists four account-level plans, with extra team seats billed per seat on the paid tiers. Named features include invoicing (capped on Starter), milestones under projects and tasks, time tracking and expenses. Limitations: the pricing page does not name retainers, and timesheet detail is thin, so temp billing is a poor fit. Implementation is light, but check the Starter invoice cap against your real volume before you choose it. Choose Agiled if you bill a modest number of retained searches or placements and want proposals in the same place. Red flags: you need timesheet approval for temp workers, or your invoice volume runs past the Starter cap.

QuickBooks Online

Best fit is a firm with simple invoices and an accountant already working in the platform. The pricing page lists monthly paid tiers, says the checkout summary shows no annual contract, and advertises a time-limited promotion whose full terms the page does not show. It names no recruiter-specific features such as placement records, timesheet approval or fee splits, so you would need to check those in the product itself. Limitations: this is a general ledger, so every placement fee and split is set up by hand. Implementation means setting up customers and fee items first, then testing one placement from start to finish. Choose QuickBooks Online if invoices are few and bookkeeping is the real problem. Red flags: you need fee splits by recruiter or timesheet approval for temp hours.

Zoho Books

Best fit is a small firm that wants recurring billing and time-to-invoice on a general platform, ideally with someone who can maintain a light integration. The pricing page prices per organization with users included on each tier, and it lists time tracking, labeled bill timesheets, only on the Professional tier. The free plan includes recurring invoice setup, and higher tiers inherit it. The Zoho Books API reference documents invoices as addressable records with GET /invoices/{invoice_id}, so a developer can build a sync. Limitations: time tracking sits only on Professional, and the page names no placement records or pay-and-bill rules. Choose Zoho Books if you can own a light integration and staffing rules are not your main problem. Red flags: you need temp pay-and-bill rules, or nobody can maintain an integration.

Placement and timesheet billing flows

These are proposed, configurable designs, not live deployments or measured results. For a placement, the trigger is a record that moves to a started status in the ATS after the offer and start steps. Reference-check delays often hold that status back, a bottleneck we covered in why recruiting teams chase reference checks before the offer stage. A proposed US Tech Automations workflow would read the fee basis, which may be a percentage of first-year pay or a retained milestone amount, and build a draft invoice in the accounting tool through its API or a CSV export. The output is a draft in a review queue, never a sent invoice. Prerequisites are API or scheduled export access from the ATS, an accounting API connection and a written fee schedule. Human review: a billing owner checks the fee basis, start date and client purchase order before anything goes out.

For temp and contract hours, a proposed US Tech Automations flow would trigger when a timesheet reaches approved status in the timekeeping tool. It would match hours to the bill rate on the placement, flag exceptions such as missing approval or hours over an agreed cap, and group clean lines into one draft invoice per client. Prerequisites are a timesheet export that carries approval status, bill rates stored in one system and exception rules agreed with each client. Human review: a named person works the exceptions queue each day, and no invoice posts with an open exception.

Build it yourself with Zapier, Make or n8n

Often the real alternative is a stitched workflow in Zapier, Make or n8n, or a script built in-house. Those tools can support run histories, retries, error branches and audit evidence when they are configured, and they can call the same ATS and accounting APIs a dedicated product would. The buyer still designs and owns idempotency so a retry never creates a second invoice, escalation when an exception sits too long, access controls on bill rates, and maintenance when either API changes.

A proposed US Tech Automations design would differ mainly in where those controls live: the exception queue, approval step and invoice-status checks would sit in one configured workflow with named owners, instead of across separate zaps or scripts. It still needs an API connection or export, a fee schedule and a person who signs off, so it does not remove the upkeep. Recurring fees show up in other sectors too; our dental membership platforms for in-house plans guide is a neighboring read if fees recur in your model.

Glossary of billing terms

TermMeaning
Placement feeThe fee a client pays when a candidate is hired, usually a percentage of first-year pay or a fixed amount set in the contract.
Retained milestone billingInvoicing a search in stages tied to steps in the engagement, with the stages set by your contract.
Bill rateThe amount a client pays per hour for a temp or contract worker.
Pay rateWhat the worker is paid per hour; the gap between bill rate and pay rate is your margin.
Timesheet approvalA sign-off by the client or a manager before hours become billable.
Pay-and-bill rulesThe logic that decides which hours, rates and charges flow to payroll and to client invoices.
Progress invoiceA bill issued against an estimate or a contract stage, which some general accounting tools call progress invoicing.

Decision checklist before you request a quote

  • List your three largest billing streams: placement fees, retained milestones and temp hours. Note which one drives most of your invoices.

  • Ask each vendor to show an invoice built from one of your real placements, not a demo record.

  • Confirm in writing whether timesheet approval and bill-rate rules are inside the quoted scope.

  • Ask for the commitment term, seat rules and implementation fee in writing before you compare totals.

  • Name the person who maintains fee rules and the person who clears the exceptions queue before you sign.

Frequently asked questions

Is recruitment invoice software the same as an applicant tracking system?

No. An applicant tracking system manages candidates and job orders, while recruitment invoice software turns placements or approved hours into client invoices. Some staffing systems bundle both, which is why the feature matrix separates them.

Do I need timesheet billing if I only make permanent placements?

No. Timesheet approval matters for temp and contract hours, and a placement-only desk can start with invoices tied to a placement record and a fee basis.

Can Zapier, Make or n8n replace a dedicated tool?

Sometimes, for a narrow flow with one owner. They can keep run histories and error branches when configured, but you must design duplicate prevention, escalation, access controls and upkeep yourself.

Why are Avionté and TempWorks listed without prices?

Neither vendor publishes a price on the pages we opened, so the table marks them Quote-based, and you need a written quote before you compare cost.

What if the invoices that cause trouble come from vendors, not clients?

Then you need accounts-payable automation rather than client billing, and our Stampli alternatives for invoice processing guide covers that side of the problem.

When should you not use US Tech Automations?

Skip US Tech Automations when a simpler tool you already own covers your billing. If your billing is a small number of contingency invoices that a bookkeeper already sends from QuickBooks Online, a general accounting tool is simpler and a workflow layer only adds work. If you need a staffing system's payroll execution or built-in pay-and-bill engine, a proposed workflow sits beside those systems rather than replacing them, so buy the staffing system first. If your ATS and accounting system offer no API or export at all, the workflow has nothing to read from, and a manual process will serve you better until that changes.

Pick the tool that matches your largest billing stream

For placement-only desks, compare Recruit CRM, Agiled and the general accounting options on the invoicing features each page names. For temp-heavy desks, Bullhorn, Avionté and TempWorks are the staffing-first options, and each needs a written quote before you compare costs. If you want to see how a placement-to-invoice check could be configured against your fee schedule and an ATS export, see how US Tech Automations configures this.
