Our newest copy of this list is 13 Aug 2026. Then, from 14 Aug 2026 to 17 Aug 2026, our own collector ran and asked the state for nothing at all: a permission note it requires was missing, so it stopped before it fetched anything. 9 runs went by over those 4 days, every one of them recorded as a success, and not one of them opened a connection. That was ours, not the state's. Why the note was missing we do not know, and we are not going to make a reason up to fill the hole. On 21 Aug 2026 we reviewed whether we could evidence permission to keep reading this source, could not, and refused it -- 8 days after the last copy above, not on the day of it. The refusal is real and it stands. It is not what started the gap. This is not a list that is running late and will catch up. It starts again if ADEQ publishes a licence on the ArcGIS item, and not before. We look at that again on 19 Nov 2026. Those Arizona copies stay on a free page. They are not in the paid file.

How to read the last column. Not on our earlier copy means exactly that: the permit number is on the later sealed copy and not on the earlier one. An arrow means the same permit number is on both and the stage wording differs. Neither one is an approval, and we never write it as one.

Doing this yourself
Both agencies publish a live page and overwrite it. There is no archive, no changelog and no email when something moves. To answer what changed this week you would have to have saved last week’s page before it was replaced, every week, without missing one.
Arizona is harder again: air, ground water, waste water, solid waste and hazardous waste all sit in one file, and the only thing that separates them is a label inside the record. Read it wrong and you have counted a sewage plant as a smokestack.
What this feed cannot tell you
Leaving the pending list is not an approval. It can mean the permit was granted, that the applicant pulled it, or that the agency simply stopped listing it and never said why. Those look identical from outside, so we sell none of them as a decision.
No megawatts, anywhere in this feed. An air permit application does not carry a size in megawatts. Any feed that prints one next to these rows has put it there itself.
Phoenix and Tucson are mostly not here. Maricopa County and Pima County run their own air permit offices, so most air permits in those two counties are issued by the county and never reach the state list this feed reads.
The series has holes. Across both lists there are 9 days we hold no sealed copy for at all, in 6 breaks. Every one of them is named on the coverage page rather than left for you to find. Anything that moved and moved back inside a hole is a change we never saw.
The paid file is Texas. That is all. There is no national pending air permit list in here. Arizona copies stay on a free page and are not in the file you would pay for.
